The Federation of Galaxian Rulers (abbreviated as FGR), is a non-profit organisation responsible for the safety and security of the universe. It's role is generally that outside of the knowledge of any planetary population, and it is therefore unknown to the majority of the public. It is the biggest organisation in the universe, watching over approximately 240 billion member Galaxies in 4 universal quadrants. Each universal quadrant contains a varying number of Galaxies which are also split into quadrants. Each Galaxy is different in size, and they are classed by number from 1 through 9.

The head or leader of the FGR is Omnipotent Being, who helped in it's restructure in the late Earth 20th century. He is not only leader of the FGR, but also holds the title of Supreme Ruler of the Universe. His role is ultimately to ensure the smooth running of every Galaxy within the universe, including those currently outside of FGR Control.

The FGR has existed since the very beginning of the universe. Due to the length of this period it is currently not possible to translate this into Earth time, although it is thought to be thousands of billions of years. Owing to an unfortunate sequence of events, outside the control of Omnipotent Being and towards the end of Earth's 20th Century, the FGR was completely restructured and reformed by Omnipotent Being to ensure that a repeat of that incident didn't happen again. After the restructure of the FGR it was decided that they would mark points in time moving forward in Earth time units.

There are often claims that the FGR is fictional, mostly made by sceptics and those with no interest in exploring life outside of their own planet. However, this has been proven otherwise.

FGR

Creation

At the beginning of the universe, Omnipotent Being formed the FGR as an official representation of himself. He took control of the 300 million galaxies which existed at the time, but at a very hands off level. His main objective was to keep watch over the billions of planets contained in the galaxies, and to protect them from external threats.

Omnipotent Being kept his existence completely hidden from the inhabitants of all existing and newly formed galaxies. However, some of the more mentally challenged species grew suspicious of his existence and began to falsely worship him as a deity. Because of this he distanced himself further from individual planets and took a wider view of the universe as a whole.

After many billions of years, he began to recruit other beings to help in overseeing of galaxian safety. By around 8,000 BC (Earth years) there were a total of 126 billion galaxies, with only 500 galaxian rulers. To date there are 240 billion known galaxies which are under FGR Control, 4 lead galaxian rulers and 1 galaxian ruler for each Galaxy.

Politics

The FGR is a non-political organisation, and has no affiliation with any planetary or other inter galactic or inter planetary coalition or government. It is widely known throughout the FGR that politics cause many of the incursions of which they are there to stop. As an employee of the FGR it is forbidden to have political goals or affiliations.

Culture

There is a very wide and varying number of species employed by the FGR, and as such a very loose and constantly evolving culture within it. Employees are vetted very strictly before they are given their post, and on an ongoing basis are subject to psychometric testing and psycho-analysis to ensure they are suitable to remain working in their post. All testing is carried out by the specie resources department, which is centrally located.

The promoted culture and lifestyle at the FGR is that of freedom of speech, a relaxed attitude and peaceful ambition. No sense of self-importance, stupidity or ignorance are tolerated, and a breach of this can result in dismissal or punishment of indefinite lunar duties.

Economy

Although a non-profit organisation, the FGR generates income through the selling of services to galaxies and planets outside of it's control. The FGR, is recognised as the biggest organisation in the universe, and it is also the most educated. Further education is offered to employees in the form of vocational posts within the employees chosen area of expertise. Healthcare is provided to employees through the FGR's own Medicaid service, although due to the nature and type of species that predominantly work for the FGR there is rarely any illness within the workforce.

Under the agreement made when affiliating with the FGR, it is required that the Galaxy make regular contributions to the upkeep and smooth running of the organisation. This contribution is set at time of agreement and is reflective of the size and populous of the planets within.

Technology

The FGR are technologically advanced, and do not share their technology outside of the planets who already have it.

Philosophy

It is agreed upon entering into a contract with the FGR that no gain will be made through technology sharing. Omnipotent Being sanctioned this and holds the belief that species should evolve on their own, and within their own limits. It is beyond the remit of the FGR to provide technology outside of their own systems to galaxies or planets. The sharing of technology is strictly forbidden, and doing so is likely to lead to punishment or dismissal.

Communication

Inter galactic communication is achieved through devices called Portal Pals. These devices are distributed to employees who require them for individual communication. Each planetary office also has it's own room where conference calls can be made over the FGR's own Portal Protocol service.

Database

A central database of knowledge is shared across the FGR's network using their own software appliance named Intraverse. It is accessed like a virtual library, and is indexed to an extent that makes searching instantaneous. The knowledge is constantly added to by hundreds of consultants, and is widely accepted to be the biggest store of information ever to exist. The only other repository worthy of comparison is 'The Library' planet, recently rescued by a Time Lord. Only Omnipotent Being's own knowledge exceeds all known others.

The software - Intraverse - runs over Portal Protocol and is also available as a smaller application on Portal Pals if enabled.

The physical database is impossible to pinpoint, due to it being mirrored in over 26,000 different galactic locations. This is made possible by Portal Protocol which can transfer data at speeds at over 1 billion times faster than light. It has built in fail-over and has never been successfully hacked, although some attempts have been recorded.

Assets

The FGR hold many assets which they can draw from. Asset management is centrally controlled and provisioned throughout the universe accordingly. FGR have a vast range of space craft, with all but a handful being long distance high velocity designed vehicles. You can view a list of these space craft on the FGR Space Craft page.

They also have control over several hundred thousand space hubs, ports and docking stations. These are all owned and built by FGR employees or external contract companies.
